Field of activity 1 - Improvement of the labour market services

Objective 1: Introduce a career guidance program for 9th grade students in Kyrgyzstan based on a five-step career guidance model, which has been successfully implemented in several countries. 
The main goal of the five-stage model of the career guidance program is to develop the ability of young people to make and implement informed appropriate and independent decisions regarding the choice of educational institution and profession in order to plan their career and join the world of work in future. 

The career-guidance program has five stages:

  • Self-awareness: 
  • Information about professions and careers
  • Ways to get an education
  • Real encounters with the world of work
  • Deciding on an educational institution and profession

Currently 16 pilot schools from Talas, Naryn, Karakol and Bishkek participate in the program. 449 ninth-grade pupils, including 226 girls and 223 boys, received vocational guidance within the 2017-2018 school year. 
Sixteen teachers were trained in a five-stage model of vocational guidance and in methods of conducting the lessons on career guidance. Two workshops were held for pilot school principals to familiarize them with the career guidance program and three workshops were held for teachers on the detailed methodology of the program. 

Objective 2: Support is provided to employment services in developing a systematic approach to career guidance and consultation to the employment services staff. 
The employment services, as participants, have a special position within the framework of career guidance. They are an important link between business, schools and vocational training institutes and also act as contact points for parents and young people or students in all schools. In addition to the concepts of career guidance in schools, the employment services can also contribute to the development of the labour market, to the development of advisory competences and to regional partnerships with other stakeholders. 

Objective 3: to establish a cooperative model for social partnership in career guidance and career counselling. 
The model of social partnership in career guidance and counselling is being developed on a pilot basis. Employment services and schools are supported in the initiative of assuming an important role in the field of career guidance and counselling. Companies, in their turn, initiate processes that reflect the role and participation in these key areas. The process of implementation of the cooperation model for professional orientation includes close work with parents, youth centers and district administrations. 
This model of social partnership has been developed taking into account three levels: macro, mezzo, micro, where at the national level the participation of the Ministry of Education and Science of the Kyrgyz Republic and the Ministry of Education and Science of the Kyrgyz Republic is expected; at the mezzo level the participation of specialized bodies, such as the Ministry of Education and Science of the Kyrgyz Republic, Chamber of Commerce and Industry of the Kyrgyz Republic, KAO, RNMC, and at the local level the participation of regional methodological centers, city and rayon education departments, employment services, employers and educational institutions. 

In 2017, 4 social partnership networks were established in Naryn, Talas, Karakol and Bishkek with the total number of participants - 85. Meetings of the network of social partners on professional orientation among students and youth are held on a quarterly basis.
